Price is built from squares, not guesswork
Roofers price work in squares. One square is 100 square feet of roof surface. A quote is essentially the number of squares multiplied by a per-square rate, plus tear-off, disposal, any decking replacement, and the flashing and ventilation work the roof actually needs.
Two houses with the same floor area can differ by thousands of dollars because roof surface is not floor area. Pitch, dormers, valleys, hips and the number of penetrations all add surface and labour.

Older housing stock in Richmond, Alexandria, Fredericksburg and Lynchburg often means plank decking rather than plywood, multiple existing layers, and historic-district rules on visible materials. Each of those adds either labour hours or material cost.

Reading a quote without getting caught out
The gap between a cheap quote and an expensive one is usually scope, not profit. Compare quotes line by line and make sure each one names the same underlayment, the same flashing work, the same ventilation, and the same decking rate.
A quote that says only "replace roof" with a lump sum is not comparable to anything. Ask for the missing detail in writing before you decide.
